All due respect, but this item is a civil war era brooch for a felt or satin choker type of necklace. I have several that are similar. There were likely two bars that went thru either side so that the young lady could lace her velvet or satin ribbon thru and ti in the back of her neck.

I am not sure. It has two little hinges on each side that looks like a pin would go through.
